In a case where we don't have any water we could always use whoever we are in an agreement with, but it would not be the best option because if they are in that situation and so are we then we will both be out of luck with no water. Next, water heaters. They meet the criteria because we will be using less water. By having the heaters the water will already be heated up or get heated up faster and we won't be wasting water. The downfall is that we will be paying even more money to get these heaters and keep them running. Lastly, is the water limit. I think this meets the criteria fully because even though some residents make find it unfair, the water will be evenly distributed among them and ti will also help save water.
