- What are the necessary conditions for any possible solution to work?
People need to be aware of how much water they are using. They need to water their lawns less or take quicker showers. - Are there budget or labor concerns?
Yes. If they want to preserve water they might need to implement new programs or pay for other outside resources to help save water in the community. - Does the public need to be aware of and support the solution?
Yes. It will be a lot easier to successfully save water if the community is understanding of the issue and able to cooperate and support the decisions the community makes. - What challenges are there to implementing each solution?
Money might be a problem. They may have to figure out new ways to raise money for their solutions. - How else might you judge possible solutions against each other?
If others object to a water limit for example because they believe they need more water than the other. - What do your parents say about the issue?
My parents think water scarcity really needs to be addressed and always thought of because even if it is not a problem now or doesn't seem like the big issue, you never know when it will come around and you always need to be prepared. - Should possible externalities factor into the chosen solution?
Yes. You always need to think of the possible outcomes of any solution so you can have a back up plan and be prepared.
